Atlus had begun development of a remake of Persona 3 by 2019.[11] The large majority of P-Studio's staff working on Persona 5 Royal (2019) at this time were shifted over to Reload, with the studio's chief director Kazuhisa Wada exclaiming that developing Persona 3 Reload was hugely important for Atlus due to the original game's influence on the rest of the Persona series, as well as the unique challenges presented with both remaking an existing title, and developing a game on a third-party game engine, as the game is powered by Unreal Engine 4 as opposed to the proprietary engine Atlus previously used for games such as Royal and Catherine: Full Body (2019).

As stated by developer Atlus, Persona 3 Reload is intended to be a remake of its original version, which means the post-game campaign called "The Answer" from Persona 3 FES is not included. That’s disappointing considering the important story context it provided. It also means the optional female protagonist from Persona 3 Portable isn’t included either, which is also a shame since I consider her the best lead in the series thanks to her fun and distinct personality.

The game's official box art drawn by Shimada is an intentional recreation of Persona 3's Japanese PlayStation 2 key art, featuring the protagonist alongside the Persona Thanatos. Multiple revisions were made to update the homage, as Soejima and Yamaguchi discussed whether to just feature the protagonist and his Persona, or alongside the other main characters in the game.

Really really long. Enormously long. You're playing for a full year, one day at a time. Each day has multiple interactions and decision points. It typically takes more than 130 hours to meander your way through, and I've enjoyed every hour I've spent in it.

Reload is fundamentally not the same game as last year's Persona 3 Portable PC: It's been completely rebuilt on the Unreal Engine, and it's gorgeous. The characters are 3D, fully present in social settings, but the lighting and shading remain painterly enough to maintain Persona's unique design style.
